How Council Tax Works in Wales
Unlike England where council tax is based on 1991 property values, Council Tax in Wales (including Torfaen and Cwmbran) was revalued in 2003 by the Valuation Office Agency (VOA). Properties are allocated into one of nine valuation bands, from Band A (lowest) up to Band I (highest).
If a previous owner extended or significantly improved a home (e.g. adding a conservatory or loft conversion), the VOA will review the council tax banding upon sale to the new purchaser, which may occasionally trigger an upward band revision.

- Student Exemption: 100% exemption for properties occupied solely by full-time students.
- Disability Reduction Scheme: Homeowners with adaptations for a disabled resident can apply for a one-band reduction (e.g., paying Band C rates on a Band D property).
